Two: Map risk before you solve for it

Once you have an inventory of your digital ecosystem, map it to four key areas:

Four cards highlighting key challenges in managing government websites: Accessibility compliance (tracking which sites meet standards and where remediation is needed), Platform fragmentation (managing multiple CMS platforms and instances), Content governance (defining who can publish and review content), and Security (identifying supported platforms and where manual updates occur).

Not all governance gaps carry the same weight. Once you've mapped them, prioritize them based on what creates the most risk:

High-traffic service pages that have accessibility issues
Outdated platforms that handle sensitive data
Critical knowledge held by a single person
Inconsistent experiences that make users question what's accurate and a site's legitimacy
